• Familiar with programming languages, including procedural, scripted and object oriented languages.
• Familiar with the concepts, applications and terminology relating to the use of DBMS’s, Operating Systems, Data Warehousing and/or Business Intelligence within an organization.

Experience:
• Project management experience. including the management and primary responsibility of all project phases
• Five years of systems development experience in a UNIX/RDBMS environment; or five years of analysis experience in an Information Technology capacity or three years experience in an application architectural capacity.
• Two full life cycle medium-sized software development implementations
• Project Lead on at least five enterprise level projects.
• Demonstrated experience in personnel management.
• Experience working in a team-oriented, collaborative environment.
• Experience in the financial industry or equivalent preferred.

Reporting Relationship:
Reports to the Senior Manager, Development Services

Supervisory Scope:
Supervisory responsibility for all levels of Developers, Architects or Analysts, in addition to other technical staff as assigned to projects. This includes, but is not limited to, staff from Technical and Information Security Services.

Function:
Manage and direct the activities of the project group necessary to provide quality information systems support to the assigned business units. Plan, execute, and finalize projects according to agreed upon deadlines and within budget. This may include acquiring resources and coordinating the efforts of internal team members, participants from other vendors, and third-party contractors or consultants in order to deliver projects according to plan. Defines the project’s objectives and oversees quality control throughout its life cycle. Reports project status, issues, changes and budget updates to a Leadership and Advisory Committee.

Essential Duties:


• Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
• Plan, schedule and direct the daily activities of the project group.
• Liaise with project stakeholders on an ongoing basis.
• Set and continually manage project expectations with team members and other stakeholders.
• Provide the necessary project management and control to ensure the timely and cost effective completion of all assigned projects.
• Identify and manage project dependencies and critical path.
• Plan and schedule project timelines and milestones using appropriate tools.
• Track project milestones and deliverables.
• Evaluate project initiation requests and prepare or evaluate management summary reports and/or project work estimates, as specified in the department standards.
• Estimate the resources and participants needed to achieve project goals.
• Perform and direct the appropriate level of analysis, design, development and implementation of assigned projects.
• Build, develop, and grow any business relationships vital to the success of the project.
• Where required, negotiate with other department managers for the acquisition of required personnel from within the company.
• Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle.
• Delegate tasks and responsibilities to appropriate personnel.
• Identify and resolve issues and conflicts within the project team.
• Ensure that all programs/systems are developed according to Application Services Division standards and within Information Technology policies and guidelines.
• Develop best practices and tools for project execution and management.
• Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
• Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
• Provide management with timely weekly and monthly project status updates.
•Perform and direct evaluation of vendor software packages when required to complete an assigned project.
• Review and provide feedback on vendor contracts.
• Timely resolution of problems with the assigned Bank systems.
• Provide full support for all assigned Bank application systems. Support includes, but is not limited to the following: Problem resolution (business and off-hours); user support and system maintenance.
• Present project proposals and project status to the Management Committee, Operations Risk Committee or any other governance body as required.
• Manage Project Advisory and Leadership meetings. Evaluate project and team members performance and recommend annual ratings
• Prepare and conduct annual employee performance appraisals in a timely manner.
• Provide staff with training, direction and project work to support career development.
